Holds a degree in social sciences from the Federal University of Rio de Janeiro (IFCS-UFRJ), a master’s and PhD in political science from the former University Research Institute of Rio de Janeiro (IUPERJ), with a post-doctoral internship in political science at the University of California at San Diego (UCSD). He is a tenured professor at the Institute of Social and Political Studies at Rio de Janeiro State University (IESP-UERJ), where he coordinates the Brazilian Legislative Observatory (OLB), the Congress Studies Centre (NECON), the Economics and Politics Studies Group (GEEP) and the Legal Amazon Geopolitical Studies Laboratory (LEGAL).

He is a 1B research productivity researcher at the National Council for Scientific and Technological Development (CNPq), a Scientist of Our State researcher at the Rio de Janeiro Research Support Foundation (FAPERJ) and a Pro-Science researcher (UERJ). Former president of the Brazilian Political Science Association (ABCP) and the National Association of Postgraduate Programmes in Social Sciences (ANPOCS). Associate editor of the Journal of Politics in Latin America (JPLA), member of the editorial board of the European Journal of Political Science, and member of the editorial board of several national scientific journals in the humanities. He has experience in the field of political science, with an emphasis on legislative studies, Brazilian political institutions and political economy, and has published on these topics in Brazil and abroad.
