S. Milani\u00a0holds a\u00a0PhD in Development Studies from the Ecole\u00a0des\u00a0Hautes\u00a0Etudes en Sciences Sociales , (<a href=\"https:\/\/www.ehess.fr\/fr\">EHESS<\/a>, 1997). He was an international civil servant at the United Nations Educational, Scientific and Cultural Organization (<a href=\"http:\/\/www.unesco.org\/\">UNESCO<\/a>) headquarters between 1994 and 2002, between 1997 and 2002, and\u00a0assistant professor\u00a0at \u00a0<a href=\"https:\/\/www.sciencespo.fr\/en\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sciences Po<\/a>\u00a0Paris\u00a0between 1997 and 2002. He was a visiting fellow at Sciences Po Paris\u00a0in 2009 and at <a href=\"https:\/\/polisci.berkeley.edu\/\">UC-Berkeley<\/a> in 2017. Nowadays, he is\u00a0Full Professor\u00a0at IESP-UERJ, research fellow with the Brazilian National Science Council (CNPq\/1-B), affiliated with the Center for Latin American Studies (<a href=\"https:\/\/clas.berkeley.edu\/people\/carlos-milani\">CLAS<\/a>) at UC-Berkeley, Senior Fellow with the Brazilian Center for International Relations (<a href=\"https:\/\/cebri.org\/br\/especialista\/54\/carlos-milani\">CEBRI<\/a>), and a member of the Climate Social Science Network (<a href=\"https:\/\/cssn.org\/scholar\/carlos-r-s-milani\/\">CSSN<\/a> &#8211; Brown University).<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>His research agenda and policy expertise include comparative foreign policy and regional powers, development cooperation policies, south-south relations, the international politics of human rights and climate change.
